Elizabeth Preate Havey Appointed General Counsel and Secretary to National Constitution Center

Dilworth Paxson LLP partner Elizabeth Preate Havey was appointed General Counsel and Secretary, effective September 23, 2022, to the National Constitution Center. This appointment follows Havey’s January election to the Board.

Havey is a transactional attorney specializing in public and project finance matters involving tax-exempt and taxable bond issues for a range of issuers, including municipalities, authorities, school districts, private universities, and hospitals. She also counsels municipalities regarding monetization, through the sale or lease of municipal assets such as water/sewer systems. Havey represents corporations and non-profit organizations in corporate governance matters, employment agreements, service agreements and general corporate and securities transactions. In addition to her transactional practice, Havey assists clients with their government relations needs, utilizing her long-standing professional relationships with key political players at the state, local, and federal levels.

An active member of the community, Havey serves on the board of the Pennsylvania Convention Center Authority and the Belmont Charter School Network and formerly sat on the board of the Pennsylvania Economic Development Financing Authority.  She is President of the Pennsylvania Society and a member of the Forum of Executive Women.

Havey is a graduate of the University of Pennsylvania Law School (J.D., 1997), where she served as editor of the Journal of International Economic Law and was a member of the American Inns of Court, and a graduate of Villanova University (B.A., 1993).
