Dilworth Paxson LLP Gains Two New Partners in its Health Care Practice Group

January 29, 2018 (Philadelphia, PA)  Dilworth Paxson LLP has announced that Susan B. Orr and Ernest L. Tsoules, Jr. have joined the firm as partners, effective January 16, in its Health Care Practice Group. Both Tsoules and Orr were previously partners in the former Rhoads & Sinon law firm. Susan Orr, with over 17 years of legal experience, represents health care providers, including physicians, medical group practices, behavioral health specialists, home health agencies, ambulatory surgery centers, and diagnostic testing facilities. She represents and advises physicians and health care professionals on a range of regulatory and transactional issues including clinical integration and practice mergers, medical records, privacy and confidentiality issues (HIPAA), fraud and abuse, health care compliance, Part B reimbursements, and provider and facility licensing. Orr is licensed to practice in Pennsylvania and New Jersey and is a frequent speaker with the New Jersey Academy of Family Physicians and the Pennsylvania Academy of Family Physicians and is a recurring contributor to both Keystone Physician and Perspectives.

Ernest Tsoules has worked exclusively in the health care legal field for 38 years, focusing his practice in the areas of clinical integration and accountable care organizations (ACOs), hospital-physician integration transactions, compliance, group and professional practice entities, hospital-based physician arrangements, medical practice transactions, and medical reimbursement. He is a frequent speaker on e-health issues for providers and payors, global risk and managed care contracting, fraud and abuse and Stark II law issues, and medical staff matters. Licensed to practice in Pennsylvania, Tsoules has been a featured speaker at the Pennsylvania Bar Institute’s annual Health Law Institute, the Healthcare Financial Management Association, and for various trade organizations regarding health care legal issues.
