John Nicoll is an attorney in the Public Finance practice, with a focus on tax-exempt and taxable financings. He has both served and supported others in serving as Bond Counsel, Underwriter’s Counsel, Disclosure Counsel, and Special Counsel to various municipalities, authorities, school districts, fire districts, and financial institutions.

His experience includes general obligation bonds and notes, revenue debt, New Jersey Infrastructure Bank financings, USDA financings, school district and fire district bond referendums, DEP petitions, general loan and lease agreements, and redevelopment area bonds. John has a hands-on approach and prepares governing body actions, offering materials, referendum questions and petitions. Generally, this requires working with multiple parties, which necessitates the need for clear communication, tracking documents in various stages of drafting, and finalizing needed closing materials.

Prior to practicing, John was a compliance professional in the financial services industry. In this prior role, he had responsibility for managing a team that monitored debt trading, underwriting and borrowing, which gives him unique insight into how debt is purchased and sold on both a retail and institutional level.
