Katherine M. Keefe provides regulatory and transactional guidance to health care industry stakeholders regarding health reform realignment, reimbursement and managed care, health information privacy, security and data breaches. Katherine’s clients include health systems, academic medical centers, senior services organizations, physician groups, health insurance and managed care companies and vendors to health care providers and health plans.
Katherine counsels her clients on federal and state health care reform, managed care contracting, fraud and abuse, electronic medical records, HIPAA compliance and data breaches, facility licensing, medical staff issues, regulatory compliance and government reimbursement programs, including Medicare Advantage, Part D and state Medicaid programs. Specifically, Katherine
- Represents the only Pennsylvania Pioneer ACO in the Medicare Shared Savings Program
- Negotiates health data transactions required for health information exchange participation and clinical integration
- Handles significant health information data breaches, including notifications under HITECH and state law and resulting government investigations
- Advises clients regarding pay-for-performance, bundled payments and gainsharing reimbursement programs
- Provides regulatory counseling to PACE organizations and other senior services providers
- Advises managed care organizations participating in Pennsylvania’s HealthChoices managed Medicaid program
With significant in-house experience, Katherine served as Deputy General Counsel at Independence Blue Cross where she lead the health insurer’s managed care law group and also as General Counsel of Keystone Health Plan East. Katherine began her career on the legal staff of Hahnemann Hospital. She is a frequent speaker on health law issues for trade and professional associations including the American Health Lawyers Association and the Pennsylvania Bar Institute.
