Dilworth Attorneys Recognized as Pennsylvania Rising Stars

To meet the ever-expanding global needs of its clients, Dilworth Paxson is pleased to welcome veteran international lawyer, Margaret McClellan Gatti to lead its International Law Group practice. Mrs. Gatti was formerly the principal of Gatti & Associates, a New Jersey-based law firm. Joining her is associate Mark A. Sullivan. Mrs. Gatti will practice in both Dilworths Philadelphia and Washington offices.

With Margaret and Mark on board, Dilworth gains a combined international practice expertise of more than 35 years. We are excited to expand upon and further develop the Firms international practice, commented Dilworth Chairman, Joseph H. Jacovini.

Mrs. Gatti, a Haddonfield, NJ resident, engages exclusively in the practice of Customs law, export control law, international trade law, international tax law, and the Foreign Corrupt Practices Act. Mrs. Gatti serves as Chairperson of the Mid-Atlantic District Export Council, a position to which she was appointed by Commerce Secretary of the United States. She is a Presidential Advisor (former president) of the World Trade Association of Philadelphia; board member and legal counsel for the National Council on International Trade Development; and, a member of the Society of International Affairs.

Other appointments granted to Mrs. Gatti include an appointment by the United States Trade Representative to a recently-completed term as advisor on trade policy for small and minority-owned businesses and an appointment by the United States Small Business Administration as Regional Coordinator (New Jersey and Eastern Pennsylvania) for the Export Legal Assistance network. Mrs. Gatti was also recognized by the World Trade Center of Greater Philadelphia in June 2007 as the New Jersey Business Member of the Year for contributions made to regional economic growth through international business.

She is a frequent lecturer on international business topics and the author of many published articles addressing imports, U.S. export controls and international trade and international tax, including articles in the Customs House Guide, the Official Export Guide, the North American Trade Guide and the Journal Treasury Management Association. Mrs. Gatti is co-author of Trading in America, Incoterms for Domestic Use.

As associates of the International Law Group, Messrs. Sullivan and Dementyev concentrate their practices in the areas of export compliance law, international trade law, customs law, and international taxation. In the course of their practices, Sullivan and Dementyev advise U.S. and foreign clients on U.S. export control laws and regulations, (including the International Traffic in Arms Regulations, the Export Administration Regulations, the Foreign Asset Control Regulations, Anti-Boycott Regulations, and the Census Regulations), U.S. import laws and regulations (including the Customs Regulations and the Bureau of Alcohol, Tobacco, Firearms, and Explosives Regulations), international economic sanctions, trade embargoes, and free trade agreements.

In his professional activities, Mr. Sullivan, a Thorofare resident, is a frequent speaker on export compliance and international trade matters before trade and business groups. He is a member of the New Jersey District Export Council and the World Trade Center of Greater Philadelphia; a former International Trade Consultant for the World Trade Center of Greater Philadelphia, and a former International Trade Specialist for the United States Department of Commerce.

As a native of Moscow, Russia who earned a degree of law from the Law School of Moscow State Linguistic University, Mr. Dementyev, a Havertown, PA resident, served as a law clerk for the International Criminal Tribunal for the Former Yugoslavia (the Hague, Holland) where he assisted the Chamber judges in the case of Prosecutor v. Momcilo Krajisnik. Mr. Dementyev also worked with the Helsinki Committee on Human Rights on the territory of the former Yugoslav Republics and with the Russian branch of the International Law Association in Moscow, Russia.
