Dilworth Paxson's Louis K. Rothberg Presents at "ITAR BOOT CAMP"

WASHINGTON, D.C., February 27, 2009 - Louis K. Rothberg, of counsel in the International Law Group of Dilworth Paxson LLP, was a featured speaker at the American Conference Institute's "ITAR Boot Camp," on February 24 and 25 in San Diego.

ITAR stands for the International Traffic in Arms Regulations. These regulations prohibit sharing of defense and military-related technologies information with non-US persons unless an approval from the Department of State is received or a special exemption is used.

Rothberg presented "Meeting End-Use and End-User Requirements." His extensive presentation explained, requirements for persons overseas in possession of U.S. origin USML items, licensing requirements for change of end-use or end-user, how to obtain DDTC permission for overseas persons to change end-use or end-user, and developing an effective end-use/end user screening program.

Rothberg also presented "What to Do If You Uncover a Suspected ITAR Violation." This presentation included how to structure an internal investigation, when to use in-house versus external counsel, implementing effective and immediate corrective actions, managing information flows, and preventing panic.

Rothberg focuses his practice on export controls; matters before the Committee on Foreign Investment in the United States [CFIUS] concerning foreign investment that could threaten or impair US national security; international trade compliance issues such as foreign boycotts, embargoes and asset controls; international armaments cooperation agreements; foreign military sales [FMS]; and Defense Department contracts.
